Captain Andrew K. Ledford, USN, Ph.D.

William Pines, PE, PMP, CCM
Executive Director, Maryland Transportation Authority
Will Pines serves as the Executive Director for the Maryland Transportation Authority or “MDTA”. He is responsible for the nearly 1,700-employee agency that oversees the state’s nine toll facilities. He manages the MDTA’s daily operations, including the nationally accredited MDTA Police, a nearly $400 million annual operating budget, and a $2.7 billion six-year capital program. He also works with Governor Moore’s administration and the MDTA Board to establish agency policy and strategic direction.
Will has served Maryland for nearly 19 years, working his way up from an intern at the MDOT SHA to various leadership roles at the MDTA, including Chief Engineer, Chief Operating Officer, and now Executive Director. He is a graduate of the AASHTO National Transportation Leadership Institute and was selected by the Design-Build Institute of America for the 2020 Distinguished Leadership Award and the ACEC Maryland 2023 President’s Award.
